I think-and would love confirmation- that the whip nora quest line has a flaw;
if you change whips to one used before you get the same part of the safe code, even if u already have it it seems the combination numbers are tied to which whip you use and repeat if you switch to an already used whip

I got stuck on the card puzzle in the manager's safe which is :
Starting at 0, click 24 times to the right ,Click 17 times to the left , Click 5 times to the right and turn the handle.
I do it but nothing happened
